Section 2.04. Environmental education programs.

  • (1)  Under s. 36.54 (2) (b) , Stats., the EEB may award a grant to a corporation or public agency for the development, dissemination and presentation of environmental education programs.
    (2)  Annually, by a date to be determined by the EEB under s. EEB 2.03 (1) (c) , a corporation or public agency which intends to apply for a grant under this chapter shall submit an application which contains all of the following information:
    (a) A statement of need for the proposed program which relates to one or more of the priorities identified under s. EEB 2.03 (1) (a) and a description of the target audience of the environmental education program.
    (b) A description of the environmental education goals and objectives of the environmental education program.
    (c) A description of the program activities to be completed during the duration of the environmental education program, with a timetable for completion of each major activity.
    (d) A description of the measures to be used in evaluating the achievement of the environmental education program goals and objectives.
    (e) A description, if applicable, of how the environmental education program activities will continue after the grant period is completed.
    (f) A description of the qualifications of the program staff to carry out the proposed project.
    (g) A description of how the environmental education program is innovative or exemplary and might serve as a model for other applicants.
    (h) A description of all costs of the project, including how the 25% matching contribution described in par. (i) shall be met.
    (i) Assurances for the following:
    (j) The name and address of any private school on whose behalf the corporation or public agency is applying.
    1. A matching contribution of at least 25% of the amount of the grant shall be provided. Private funds and in-kind contributions may be applied to meet the matching fund requirement.
    2. Grants awarded may not be used to supplant funding from other sources.
    (3)  The EEB shall provide for the review of applications submitted and shall determine which applicants will receive grant awards as follows:
    (a) Primary criteria used in awarding grants shall include the following:
    1. The extent to which the application justifies the need for the project, identifies the target audience, and relates it to one or more of the priority needs established annually under s. EEB 2.03 (1) (a) .
    2. The extent to which the environmental education goals and related measurable objectives help the target audience of the environmental education program acquire one or more of the following:
    a. Observational and other process skills which contribute to an awareness of and sensitivity to the total environment and its problems.
    b. Basic information about the natural environment in order to understand how it functions, how it is affected by human activity and how harmony between human activity and the natural environment can be achieved.
    c. Feelings of concern for the environment and the motivation to actively participate in environmental maintenance and improvement.
    d. Skills needed to identify, investigate and take action toward the resolution of environmental issues.
    e. Experience in working individually and collectively toward the resolution of environmental issues.
    3. The extent to which the application describes the project activities to be completed during the duration of the project.
    4. The extent to which the measures used will evaluate the achievement of the project's environmental goals and objectives.
    5. The extent to which the project activities will continue after the grant period is completed.
    6. The extent to which the project staff are qualified to deliver the environmental education program.
    7. The extent to which the project is innovative or exemplary.
    (b) Secondary criteria used in awarding grants shall include the following:
    1. To the extent possible, grants shall be awarded to corporations and public agencies in communities of various sizes so there is equal distribution throughout the state in both rural and urban areas.
    2. To the extent possible, grants shall be awarded to corporations and public agencies submitting applications serving the largest target audience.
    3. To the extent possible, grants shall be awarded to corporations and public agencies submitting applications which indicate cooperative efforts between corporations and public agencies.
    (3m)  Any corporation or public agency applying on behalf of a private school shall provide all documentation with respect to the private school as specified under sub. (2) and s. EEB 2.05 . That documentation shall be part of the application submitted by the corporation or private agency under sub. (2) .
    (4)  Under s. 36.54 (2) (e) , Stats., no more than one-third of the total amount awarded in grants in any fiscal year may be awarded to state agencies.
