- These are department rules in addition to the requirements in 29 CFR 1910.25 and 1910.26 :(1) Application. The requirements of 29 CFR 1910.25 and 1910.26 also apply to portable fiberglass ladders.(2) No portable ladder may be used to gain access to a roof, floor or platform, unless the top of the ladder extends at least 3 feet above the point of support.
