The purpose of this chapter is to help ensure that efficient, nuisance-free and environmentally acceptable solid waste management procedures are practiced in this state, to outline environmental monitoring requirements at solid waste facilities and to implement groundwater standards according to ch. NR 140 and ch. 160 , Stats. This chapter is adopted under ch. 289 , Stats. and s. 227.11 , Stats.
