The purpose of this chapter is to help ensure that efficient, nuisance-free and environmentally acceptable solid waste management procedures are practiced in this state and to provide information on locational criteria, performance standards and the minimum design and construction requirements for landfills. This chapter is adopted under ch. 289 , Stats. , and s. 227.11 , Stats.
