The purpose of this chapter is to prescribe the appropriate method and manner of obtaining samples of effluents discharged from point sources in compliance with the monitoring requirements of ch. 283 , Stats. , and Wisconsin pollutant discharge elimination system (WPDES) permits issued pursuant thereto.
