Section 94.10. Determinations of parties for purposes of judicial review.

  • The hearing examiner or the commission shall prepare a list of persons who are considered parties by the hearing examiner or the commission for purposes of judicial review as required by s. 227.47 , Stats. The list shall be found at the end of every final decision issued by the commission and shall be based upon the following criteria:
    (1)  The nature of the case;
    (2)  The persons affected by the decision and the degree of that impact;
    (3)  The nature of the participation by those involved in the case, including attendance at hearings, cross-examination of witnesses, and submission of briefs.
