Section 190.03. Location of institution.

Every institution shall be located on a well-drained site, and the premises shall be properly graded to prevent the accumulation of storm or other waters. No institution or dwelling unit which is a part of the institution may be located in any area that is situated so that drainage from any source of filth can be deposited in its location.
