Chapters AB 1 to 3 set forth standards and procedures governing the administration of funds for grants-in-aid. Chapters AB 1 to 3 govern the board and staff, peer review panels, and all applicants for grants-in-aid. Any actions taken by the board, its staff, or peer review panels related to the review of applications and the distribution of grants shall be clearly based on the standards and procedures in chs.
