Section 203.12. Final determination to issue or deny a discharge permit.

The department shall issue or deny any permit for a discharge under ch. 283 , Stats. , and may modify any terms and conditions of a draft permit based on consideration of required standards, the permit application, statements by the public or by government agencies, and any other pertinent information.
