The scope statement for this rule, SS 090-14 was approved by the Governor on August 18, 2014 , published in the Wisconsin Administrative Register No. 705 A , on September 14, 2014 , and approved by the Secretary of the State of Wisconsin Department of Transportation Mark Gottlieb, P.E., as required by s. 227.135 (2) , Wis. Stats., on October 10, 2014 .
