    2 . Detailed description of the objective of the proposed rule :
    The objective of the proposed rule is to implement 2013 Act 354 by developing educational requirements for a dental hygienist to administer nitrous oxide inhalation analgesia.
    3 . Description of the existing policies relevant to the rule, new policies proposed to be included in the rule, and an analysis of policy alternatives :
    The Dentistry Examining Board shall grant a certificate to administer nitrous oxide inhalation analgesia to a dental hygienist who is licensed by the Board and completes education requirements established by rule. The proposed policy is to develop rules regarding the education requirements and update the practice of dental hygiene and anesthesia chapters, as necessary, to implement 2013 Act 354 .
    4 . Detailed explanation of statutory authority for the rule (including the statutory citation and language):
    s. 15.08 (5) (b) Each examining board shall promulgate rules for its own guidance and for the guidance of the trade or profession to which it pertains, and define and enforce professional conduct and unethical practices not inconsistent with the law relating to the particular trade or profession.
    s. 447.02 (2) (j) The examining board shall promulgate rules specifying the educational requirements for a dental hygienist licensed under this chapter to administer nitrous oxide inhalation analgesia under s. 447.06 (2) (e) 4.
